The History of HRU

The institute has subsequently developed and progressed as follows:
In 1998
Its operation started through letter No. 361 N., dated May 15, 1998, from the Ministry of Interior, in the framework of a non-governmental organization providing specialist training of short-term courses for four to six months and of one-year period [in subjects] such as: accounting, marketing, management and leadership, administrative affairs and secretarial skills as well as foreign languages.
In 2001
It was authorized to provide advanced skills training (Associate Degree) for a two-year period through Prakas No. 738 MoEYS.P., dated October 1, 2001, from the Ministry of Education, Youth and Sports, on specialist skills training [in subjects] such as: accounting, marketing and business administration.
In 2003
It was authorized to provide advanced skills training (Associate Degree) in English language for two years through Prakas No. 02 MoEYS.P., dated January 3, 2003, from the Ministry of Education, Youth and Sports.
It was authorized to provide undergraduate training through Subdecree No. 01 S.P., dated January 9, 2003, on the training of three faculties: the Faculty of Business Administration and tourism, the Faculty of Arts, Humanities and Languages, and the Faculty of Social Sciences and Economics.
In 2004
It was registered as a member of the Cambodian Higher Education Association.
In 2005
It was transformed into a university, entitled the “Human Resources University” [which has remained] to date through Subdecree No. 41 S.P., dated February 21, 2005, of the Royal Government of Cambodia, by adding the training on two more faculties, the Faculty of Law and Political Science and the Faculty of Sciences and Technology, as well as providing training up to Master’s Degree level.
It received a provisional accreditation certificate from the Accreditation Committee of Cambodia (ACC) in the academic year 2005–2006. Please note that this was the first pilot process of quality evaluation of the Accreditation Committee of Cambodia on higher education establishments in Cambodia. Therefore, any higher education establishment providing quality training also obtained a provisional accreditation certificate from the Accreditation Committee of Cambodia.
In 2007
It obtained its full-accreditation certificate from the Accreditation Committee of Cambodia in the academic years to date.
In 2008
It expanded its training level up to Doctorate through Prakas No. 51 MoEYS.P., dated January 15, 2008, from the Ministry of Education, Youth and Sports.
Vision                                                    
Human Resources University has a vision to become “a higher education establishment that is nationally and internationally accredited in terms of superiority in management, research, teaching and social services that are beneficial and usable for people and Cambodia as a whole”.
Missions
In order to ensure and achieve the above vision, the University has been committed to carrying out the following main missions:


Apply leadership and build superiority culture throughout the university that will enable the university to become the leading one;
Promote and enhance the culture of value of Cambodia and the love of the nation;
Provide a rich education in order that all students can acquire benefits generated from the potential potency of the university and prepare them to become human resources with productivity for the society;
Provide competent and highly-devoted teachers or professors, state-of-the-art physical materials and an appropriate credit-system-based curriculum;
Develop partnership with private companies, non-governmental organizations, governmental institutions, experimental centers and  various universities with education quality being regionally and worldwide accredited with the aim of making Human Resources University become a driving force in order to develop economy and harmony of Cambodian citizens.
Goals
Continue to promote quality of students;
Strengthen teaching quality and teachers’ or professors’ capacities;
Link higher education establishments with partners, communities, agents and university with quality being regionally and internationally accredited;
Build potential and superiority culture to students having completed their studies, vocational education studies and researches;
Continue to develop study curriculum in order to meet both regional and international demands;
Develop Human Resources University to become a university of multi specialties on the four sectors;
Ensure administrative and executive management facilities and physical materialistic facilities that fully support the university operation;
Arrange strategy for promotion of  Human Resources University to all circles, both internal and external.
